为深入贯彻强国战略，落实工信部等部门关于《制造业设计能力提升专项行动计划（2019-2022年）》部署要求，促进机械工业设计水平和能力提升，助力行业平稳健康发展，中国机械工业联合会、中国机械冶金建材工会联合行业和社会相关力量，共同组织开展2020首届全国机械工业设计创新大赛（以下简称大赛）。现将有关事项通知如下：

In order to deeply implement the strategy of strengthening the country, implement the deployment requirements of the “special action plan for improving the design capacity of manufacturing industry (2019-2022)” issued by the MIIT (Ministry of Industry and Information Technology), promote the design level and capacity of the machinery industry, and help the industry achieve a stable and healthy development, the China Machinery Industry Federation, China Mechanical Metallurgy Building Materials Union jointly organized the first 2020 session National Mechanical Industry Design Innovation Competition (hereinafter referred to as the competition). The relevant matters are hereby notified as follows:

（二）大赛主旨：2020首届全国机械工业设计创新大赛，坚持以习近平新时代中国特色社会主义思想为指导，遵循新发展理念，按照《制造业设计能力提升专项行动计划》的部署要求，旨在通过搭建政府指导、行业服务、企业院校主体、社会参与的机械工业设计创新平台，加强前沿设计理论理念、先进设计与先进技术传播，加强行业、企业、院校间的交流合作与人才培养，加强服务工业设计创新资源整合与产业体系构建，加快促进机械工业设计水平与设计成果转化能力提升，助推行业转型升级，加快步入高质量发展。

ii. The gist:The first China Machinery Industry Design Innovation Competition, guided by Xi Jinping's new socialist ideology of socialism with Chinese characteristics, follows the new development concept. According to the deployment requirements of the “special action plan for improving the design capability of manufacturing industry”, this competition aims to build up a machinery industry design innovation platform with government guidance, industry service, main body of enterprises and colleges as well as social participation, so as to strengthen the theory of cutting-edge design concepts, advanced design and advanced technology, strengthen exchanges and cooperation between industry, enterprises, institutions and personnel training, strengthen the service innovation resources integration and industrial design industry system construction, accelerate the promotion of machinery industrial design level and design achievement transformation ability, boost industry transformation and upgrading, and speed up into a high quality development.

二、项目设置、参赛对象及参赛方式

（一）项目设置

i. The project setting

概念组：指具有一定前瞻性，面向未来且尚未产业化的概念作品。

范围涉及种植施肥、田间管理、收获机械等农业装备；起重、运输、土方等工程机械；工业自动化仪表、科学仪器等仪器仪表;机器人、智能AGV、增材制造等智能化装备等四大类。

Concept Group: refers to the concept works with certain foresight, facing the future and not yet industrialized.

It covers four categories: agricultural equipment such as planting and fertilization, field management and harvesting machinery; construction machinery such as lifting, transportation and earthwork; industrial automation instrument and scientific instrument; intelligent equipment such as robots, intelligent AGV and additive manufacturing.

（二）参赛对象

ii. The participants

概念组：主要面向机械行业企业、科研院所职工，相关高等院校和职业院校（技工学校）教师；相关高等院校和职业院校（技工学校）在校生。

Concept Group: mainly for employees of machinery industry enterprises and scientific research institutes, teachers of relevant colleges and Vocational Colleges (technical schools); students of relevant colleges and universities and Vocational Colleges (technical schools).

（三）参赛方式

iii. The methods

每支参赛队人数原则上不超过5人，可与中国学生一起组队。

In principle, the number of participants in each team is not more than 5, and they can form teams with Chinese students.

三、大赛时间及赛制安排

III. The competition time and competition system arrangement

（一）大赛时间：自7月中旬正式启动，于12月底举行决赛。

第一阶段：选拔赛

Stage One: Trial

10月中旬，学校将进行内部选拔，选派选手或组成参赛团队。

In the middle of October, the school will conduct internal selection to select players or form a team.please scan QR code to join the wechat group,for the following information,we will inform from wechat group.

第二阶段：报名及提交作品

Stage Two:Registration and submission of works

10月31日前，各参赛协（学）会等组织单位、各参赛单位，组织网上填报参赛信息，并按照作品提交要求上传相应附件（报名表需加盖公章，由工作联系人统一邮递到大赛办公室）。

Before October 31st, all participating associations (learning) organizations and participating units shall organize to fill in the competition information online, and upload the corresponding attachments according to the submission requirements of the works (the application form needs to be stamped with official seal and sent to the competition office by the contact person).

第三阶段：资格初审及初赛评审

Stage Three:The qualification review and preliminary review

资格初审：提交作品后5个工作日内，完成对参赛作品的资格和作品材料审核（审核不合格的参赛作品予以退回，并可以在资格初审期间进行修改后重新提交，重新提交后审核不合格的作品视为作品不合格，不得进入下一轮评审）。

The qualification review：Within 5 working days after the submission of the works, the qualification and materials of the entries shall be reviewed (the unqualified entries shall be returned, and they may be submitted again after modification during the qualification review. The works that fail to pass the examination after re-submission shall be deemed as unqualified works and shall not enter into the next round of evaluation).

初赛评审：2020年11月，由评审委员会组织线上初赛评审并推荐决赛作品；对晋级决赛作品进行公示；12月上旬下发决赛通知。

Thepreliminary review：In November 2020, the evaluation committee will organize the online preliminary competition review and recommend the final works; publicize the promotion works; and issue the final notice in early December.

第四阶段：决赛与现场活动

Stage Four: The final and live events

2020年12月20日前，晋级参赛队做决赛准备。

Before December 20th, 2020, the team will be promoted to prepare for the final. |

2020年12月下旬举行决赛。由评审委员会对产品组、概念组晋级决赛作品进行现场评审和组织答辩，按照规定推荐各奖项获奖名单。

决赛期间将同步举行颁奖典礼、专业论坛、展览展示等现场活动。

The final will be held in late December 2020. The evaluation committee will conduct on-site evaluation and oral defense for the products and concept groups that promoted to the finals, and recommend the list of awards according to the regulations.

During the final, the awards ceremony, professional forum, exhibition and other live events will be held simultaneously.

四、奖项设置与表彰奖励

IV. The award setting and commendation and reward

（一）奖项设置

i. The award setting

大赛按照初赛作品总数的30%-40%评审出晋级决赛作品。决赛按照决赛作品总数的10%、20%、40%,分设金奖、银奖、铜奖，经过决赛现场评审和答辩等环节确定。

对荣获金奖作品的指导老师设优秀指导老师奖；对积极组织参赛单位设优秀组织奖；对给予大赛特殊贡献单位设特别贡献奖。

The competition judges the final works according to 30% - 40% of the total number of preliminary works. The final will be divided into gold award, silver award and bronze award according to 10%, 20% and 40% of the total number of final works, which will be determined through on-site evaluation and defense.

（二）表影奖励

ii. The commendation and reward

1.大赛组委会举行表彰大会，对荣获本届大赛各类奖项的作品选手、集体和个人颁发荣誉证书和奖牌；

1. The Organizing Committee of the competition holds a recognition conference to issue honorary certificates and medals to the competitors, groups and individuals who have won various awards of the competition;

2.对荣获大赛（概念组和产品组）金奖的作品，指导并优先推荐参加工信部组织的“中国优秀工业设计奖”评选；

2. To guide and give priority to the selection of "China excellent industrial design award" organized by the Ministry of Industry and Information Technology for the works that have won the gold award of the competition (concept group and product group);

3.对荣获大赛（产品组）金奖的企业，按照工信部有关管理办法要求，优先推荐参加“国家级工业设计中心”资格认定；

3.For the enterprises that have won the gold medal of the competition (product group), they shall be recommended to participate in the qualification recognition of "national industrial design center" according to the requirements of relevant management measures of the Ministry of Industry and Information Technology.

4.对荣获大赛产品组金奖的获奖作品，且符合机械工业科技进步奖申报条件的，优先推荐参加“中国机械工业科学技术奖”评选；

For the winning works that have won the gold award of the product group of the competition and meet the application conditions of the science and technology progress award of the machinery industry, they shall be recommended to participate in the selection of "China Machinery Industry Science and Technology Award";

5.对荣获大赛产品组金奖的企业团队或班组，符合条件的按程序优先推荐参评“全国工人先锋号”；

5. For the enterprise teams or groups that have won the gold medal of the product group of the competition and meet the requirements, they will be recommended to participate in the "National Worker Pioneer" according to the procedures;

6.对在大赛中获奖的作品、选手或团队，以及参与大赛评审的专家，入选机械工业设计创新优秀作品（产品）库，机械工业设计创新专家库、人才库。

6. For the winning works, contestants or teams in the competition, as well as the experts participating in the competition evaluation, they will be selected into the excellent works (products) library of mechanical industry design innovation, the expert library and talent library of mechanical industry design innovation.
