Chinese Govt. Scholarship (CSC)

Chinese Government Scholarship Program is established by the Ministry of Education of P.R. China (hereinafter referred to as MOE) in accordance with educational exchange agreements or understandings reached between the Chinese government and the governments of other countries, organizations, education institutions and relevant international organizations to provide both full scholarships and partial scholarships to international students and scholars. MOE entrusts China Scholarship Council (hereinafter referred to as CSC) to manage the recruitment and carry out the routine management of Chinese Government Scholarship program. There are two ways for you to apply for the China Scholarship Council (CSC) Scholarship. A student may either apply through the local Chinese Embassy/Consulate or directly through Jiangsu University.


I.To apply at the local Chinese Embassy/Consulate (Category A)

Coverage:All bachelor, master and PhD programs provided by Jiangsu University

Deadline:Please contact the local Chinese embassy/consulateApplication Procedure:

1. Get a CSC sponsorship letter (Check Attachment 1) from local Chinese embassy/consulate after candidate selection process organized by them.

2. Get an admission letter from Jiangsu University through online application system (http://admission.ujs.edu.cn).

3. Inform the embassy that you have been admitted by JU. The admission notice will be the same as self-fund students’, but the application fee is unnecessary to pay.

4. Register and finish the online application at the CSC online application system (https://studyinchina.csc.edu.cn/), and send a hard copy of a completed application Form to the embassy.

※Make sure to type in the correct Agency Number, because different embassies/consulates have different agency number.


II.To apply through Jiangsu University directly (Category B)

Coverage:Master and Ph.D programs

TUITION, ACCOMMODATION AND MONTHLY LIVING EXPENSES

Application Procedure:

1. To apply through Jiangsu University Online Application System (http://admission.ujs.edu.cn) like self-funded students.

To upload all notarized soft copies to us, including

A. The first page of CSC application forms (in the place of Family Financial Statement);

B. Copy of passport (the photo page);

C. (notarized) Copy of your final degree transcript;

D. (notarized) Copy of your final degree certificate;

E. English language proficiency certificate (non-English speaking countries);

F. Family financial statement;

G. Research proposal;

H. 2 recommendation letters.

2. To receive the admission letter after qualification selection from JSU. The admission notice will be the same as self-fund students’.

Ⅲ. Important Information

1. Please follow the procedure step by step.

2. Please don'tpost the hard copies until you have been selected as CSC candidates.

2. Chinese Government Scholarship is open to new students only.

3. If you are admitted here, but failed to achieve CSC scholarship, you still have chance to get other kinds of scholarships. For Ph.D candidate, JSU president scholarship will cover tuition and campus accommodation.

4. Once you have been chosen as a CSC candidate at the beginning of May, the new admission notice of scholarship will be made.The admission office will contact you through following email to tell you the next step. Please check your email frequently. Visa application documents will post to the scholarship candidates in June or July.

5. The university online application system will still be on after 3rd of April for non-CSC application. Application submitted after April 25th will only be considered for JSU Presidential Scholarship or self-fund.

2. Certain Chinese HEIs conduct some postgraduate programs and non-degree courses for general and senior scholars in English. Please check Directory of Chinese Higher Institutions Admitting International Students under Chinese Government Scholarship Program or visit the website of CSC for details.1. According to the regulations stipulated by MOE, all undergraduate programs for international students are instructed in Chinese. Applicants with no command of Chinese are required to take the college preparatory courses for one to two years before pursuing major studies. And only by passing the examinations of the college preparatory courses could they start their university studies.

3. Scholarship students should complete their study within the set time;

duration for scholarship specified in the Admission Notice cannot be extended in principle.


APPLICATION

Please carefully read the instructions before applying for the scholarship. 

Step 1: Visit “CSC Study in China” website and click “Scholarship Application for Students” at http://www.campuschina.org Register an account through [CREATE AN ACCOUNT] and log in with your account. 

Step 2: Input Personal Details. Click “Edit Personal Details” and finish inputting personal details by filling in all the information, verifying and saving the information. After the completion of this section, return to the previous page by clicking “Finish” and start filling in your application information. 

Step 3: Select the correct “Program Category”. Please select Program Category “Type B”, click “New Application”, and start filling in the application information. 

Step 4: Input the correct “Agency Number (provided by the preferred designated university)”. Agency Number is: 10299.

Program Category and Agency Number are directly matched, both are mandatory for online application. After inputting the agency number, the matched agency name will automatically show on the page. As Program Category and Agency Number are directly matched, application processing authorities will not receive your online application if the program category or agency number is not correct. 

Step 5: Input Application Information Next, please move on to the section of “Language Proficiency and Study Plan” and upload “Supporting Documents” as requested, then click “Submit” to complete the application. Check each part of your application carefully before submission. Please make sure that all the information and uploaded documents are valid and accurate. “Type B” applicants can apply for the scholarship program of three desired universities by providing their respective “Agency Number”. However, they, in practice, can only China Scholarship Council be the scholarship candidates of one of these institutions, which is determined by the time when universities submit their recommendation letters. Applicants are advised to fill in the university that has offered a pre-admission letter to increase the chances of getting admitted. 

Step 6: Once submitted, amendments cannot be made on “Personal Details” and “Application Information”. Before the application is processed by the processing authorities, applicants can revoke the submitted application by clicking “Withdraw” and edit the application. After revoking the application, applicants must submit it again after re-editing, or the application will not be processed. Once the application is processed, the application cannot be revoked. 

Step 7: Click “Print the Application Form” and download the form. 

Step 8: Submit scholarship application under the requirements of the dispatching authorities (or application processing agency). 

Scholarship-awarded universities shall not entrust any individual or intermediary agent to process Chinese Government Scholarship applications. All designated institutions shall inform applicants of accessing relevant information on the official website of the China Scholarship Council (http://www.campuschina.org/). Notes: Please use Firefox or Internet Explorer (11.0). For applicants using Internet Explorer, please close the “compatible view mode” function ahead of editing. Please fill in all application information in Chinese or English.


SCHOLARSHIP DETAILS

1. Full Scholarship

- Exempt from registration fee, tuition fee and accommodation fee for dormitory on campus;

- Living allowance;

Note:

1) Costs of the laboratory experiment or internship beyond the institution’s arrangements should be self-afforded.

2) Monthly allowance is granted to the students through the host institution at the following rates (CNY Yuan per month):

- Undergraduates & Chinese language students: CNY 2,500 Yuan

- Master’s degree students & general scholars: CNY 3,000 Yuan

- Doctoral degree students & senior scholars: CNY 3,500 Yuan Scholarship students shall receive their monthly living allowance after registration.

New students who register before 15th (15th included) of the registration month will get the full amount of living allowance of that month, and those who register after 15th will get half amount of that month. Students upon graduation will get a living allowance for another 15 days after the graduation date set by the university. The allowance will be terminated from the following month after the students suspend their studies, drop school or complete schooling from the university. Monthly living allowance covers school holidays.

Scholarship students who missed the monthly living allowance during holidays could be reimbursed upon their return on campus. The allowance will be suspended for at least one month for those students who do not register on time without permission from the university, leave for non-health reasons or are absent from university over a month.Students who have to suspend their studies for pregnancy or for health reasons are required to go back to their home countries for labor or for treatment. The international travel expenses should be covered by the students themselves. With the university’s approval, the scholarship status can be reserved for up to one year and their living allowances will be suspended during their leave. The scholarship status will not be reserved for those who suspend their studies for other reasons.

4) Fee for outpatient medical service refers to the outpatient expense in the institution’s hospital or the hospitals entrusted by the institution. The students are to cover a certain percentage of expense in accordance with the institution’s regulations.

5) Comprehensive Medical Insurance and Protection Scheme for International Students in China is provided by MOE for the scholarship students in China in case of hospitalizing for serious diseases and accidental injuries. The institutions or the entrusted medical assistance agencies provide advancement service for insurance expenses, and claim for compensation with relevant payment receipts from the insurance company according to the stipulated insurance articles. For scholarship student, the individual claim will not be accepted by the insurance company.

6) One-off

inter-city travel subsidy (each for coming-in and leaving China)

A hard-seat train ticket (hard-berth train ticket for overnight trip) will be provided for scholarship students traveling.

From the port of entry upon registration to the city where the admitting institution or Chinese language training institution or preparatory education institution is located;

From the Chinese language training institution or the preparatory education institution to the city where the university for major study is located;From the city where the institution is located to the nearest port for departure upon graduation.

Meal and excess of baggage should be self-afforded.In principle, the port of entry is Beijing, or a port of entry near where the university is located.


2. Partial Scholarship

One or several items of full scholarship (one-off settlement subsidy and one-off inter-city travel allowance excluded).

APPLICATION DOCUMENTS

1. Application Form for Chinese Government Scholarship (in Chinese or English);

2. Copy of Passport Home Page. If the validity of the applicant’s current passport does not meet the requirement (meaning the passport expires before September 2022), please apply for a new passport before submitting the application;

3. Notarized highest diploma. Prospective diploma winners must submit official proof of student status by their current school. Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations;

4. Academic transcripts (from the undergraduate program onwards). Copies of academic records from first to last semester during the undergraduate, graduate (if any), and doctoral programs (if any) shall be provided. These transcripts shall be issued and sealed by the attending university’s academic affairs office, graduate school, or student management department. They can be in Chinese or English, but must be attached with notarized English translations if they are in foreign languages other than English;

5. Language qualification certificates. Applicants for Chinese-taught programs must submit valid HSK reports in accordance with the corresponding Chinese proficiency requirements. Applicants for other language-taught programs shall provide relevant language proficiency certificates according to the universities’ requirements, like IELTS or TOFEL report;

6. Pre-admission documents.(NOT Compulsory for Type B)

(1)Pre-admission documents issued by the Chinese university of preference, including an official admission letter, a pre-admission letter, or an invitation letter from a prospective supervisor recognized by the department of international students admission at Chinese universities. The pre-admission letter or official invitation letter shall be printed on the special-purpose letter of the desired Chinese university and issued and sealed by the university’s international students admission office;

(2)The enrollment letter or invitation letter shall contain the following information (in Chinese or English): a. Applicant information: full name, nationality, date of birth, name of the university last attended, and others; b. Academic status in China: graduate student or doctoral student; c. Projected time of staying in China. The study timeline shall be made clear, and the time of enrollment shall be no earlier than September 2022; d. Information of the applicant’s Chinese supervisor (if any); e. Descriptions of the applicant’s studies or research in China; f. Language taught in courses (Chinese or English); g. The supervisor-issued invitation letter shall be sealed by the department of international students admission and accompanied by the signature and contact information of the head of the department. 

7. A study plan proposal. A study plan written in Chinese or English shall contain more than 1,000 characters or words; 

8. Recommendation letters. Two letters of recommendation (written only in Chinese or English) from professors or associate professors shall be submitted. These letters shall describe the applicant’s objectives of learning in China, comprehensive abilities, and evaluation of future growth, as well as the cooperation between the supervisors or the exchange between universities both in China and abroad;

9. Example of art. To apply for majors related to art or design, applicants could submit their own works through “Example of Art/Other Supporting Documents” in the system. Applicants could also provide such materials to the applied universities directly in other ways;

10. Applicants under the age of 18 should submit the valid documents of their legal guardians in China; 

11. A photocopy of the Foreigner Physical Examination Form completed in English (the original copy shall be kept by the applicant). The form is designed by the Chinese quarantine authority and can be obtained from the dispatching authority. The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital, or a sealed photograph of the applicants are invalid. Please select the appropriate time to take a physical examination as the result is valid for only 6 months.

12. Non-criminal record report. The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6 months prior to the submission date of the application.

Reminder: Uploaded supporting documents must be clear, authentic and valid. Applicants are recommended to use a professional device to scan the relevant documents. Applicants shall bear the consequences caused by unclear or unidentifiable uploaded materials.


APPROVAL AND NOTIFICATION

1. CSC will assess all the application documents and CSC reserves the right to make necessary adjustments on the proposed institutions, specialties and duration of study. The qualified applications will be forwarded to institutions for academic competence and they will forward their nominations to CSC for approval. The applications will be regarded as invalid and will not be accepted if they fail to meet the enrollment requirements or the application documents are incomplete.

2. If overseas applicants for degree programs with exemption of examinations are academically ineligible to the proposed programs, the institution reserves the right to decide the academic program they could attend or whether to give them conditional offers for their proposed programs. Students who attend Chinese language courses prior to their university study or those attend the college preparatory program must pass the university entrance examinations or other examinations required before they start their major studies. Students attending the college preparatory program, while failing to pass the required examinations within the set period, shall complete their study as Chinese language students.

3. Applicants are required to enclose the admission notice from Chinese HEIs, if they have, in the documents submitted to CSC.

4. Scholarship applicants academically accepted by Chinese HEIs will be officially awarded the Chinese Government Scholarship with the approval from CSC.

5. Students are not permitted, in principle, to apply to change their specialties, institutions or the duration of study as specified in the Admission Notice.

6. CSC will send the Admission Notice and Visa Application Form for Study in China (JW201) to the candidates through dispatching authorities.
